The rules

Hawes is a non-motorized trail system, and Forest Service policy limits e-bikes to roads and trails open to motor vehicles, so e-bikes are not allowed on Hawes trails. Nearby Bulldog Canyon OHV zone needs a Tonto OHV permit.

What the official source says:

Class 1, 2, and 3 e-bikes are allowed on motorized trails and roads on national forests and grasslands.
