The rules

State law bans Class 3 e-bikes on trails. The state agencies that run most off-road sections allow Class 1 and 2, but county- and town-owned sections set their own rules (some Westchester sections ban e-bikes).

What the official source says:

New York State Parks and the NYS Canal Corporation, which administer large sections of the Erie Canalway Trail and Champlain Canalway Trail, have adopted policies allowing Class 1 and 2 E-Bikes.
