The rules

Texas state parks treat e-bikes as motor vehicles, so you can ride one on park roads but not on any park trail. Regular bikes may use trails marked for bikes. The 20-mile trailway is a park trail, so it's closed to e-bikes too.

What the official source says:

E-bikes are allowed on public roadways but not on park trails.
